If you OWN both cars it can't possibly be theft. Preproduction cars, Concept cars, Show cars, race cars, etc... never receive a VIN as they were not meant for the street. In that case getting a VIN is a nescessary evil for being able to drive on a public road.

I'm the first to admit that i don't know a hell of a lot on USA law, but you can't do it like that over here!

But you could just submit the car for a test to get a VIN and then a brand new registration number!

You'd be facing an NHTSA (safety) & EPA (emissions) nightmare here, as your new car would have to meet the standards of both agencies.

A good example is that after spending more than a quarter million dollars many years back Bill Gates gave up on getting his Porsche 959 registered.

More recently you can get a safety exemption if you can prove you are transporting the car to a car show... which is far from being able to drive it to work or elsewhere.

Many people will get VINs from pre-1967 cars to avoid all regulatory requirements.
