Why do PM's sit in my outbox for an eternity and sometimes don't go at all?

They haven't been read.
There was a glitch years ago where the PM message was displayed in totality in your email, thus you didn't have to read your PM's? but this is no longer the case.

So they have actually been sent, but the recipient just hasn't read them yet - so they're sitting in their inbox unread?

That sums it up. People don't log in to visit the site so they don't realize the PMs are there. Some also used old email addresses for notification but don't use thoes addresses any more.
Usually, it is better to send an email than a PM. If you send a PM, go to the article that got you started and post a notice like "Brit-Car-Nut, PM sent" Then I would know enough to go look (although I always log in and respond to PMs within a few hours regardless).

I have the opposite problem... I have 2 new messages shown on the top of this page, but if I click on them, I can't actually see them in my inbox. My inbox was full, but I've since free'd off some space. Any thoughts?

I struggle to keep my inbox below the limit by moving older, necessary messages to two history boxes - which are now almost full.

I can't even find the option to pm just yet - I'm thinking perhaps there must be a minimum post count or something for it?

look under their username for a box with (PM) on it, some also list web addresses (circle) and e-mail (envelopes)

No, just need to be logged in. Look under the Avatar for a member and you will see a PM icon and maybe an email icon. Click on whichever you want to send and you will go to the used control panel to compose your PM or email. Make sure your forum email address is correct as the system will send you an email when you receive a PM.
