My Turbo has been cut back

Good morning guy and girls.
I have an 1990 SE, I have had the car 2 years and not done anything but it needs a new exhaust. Decided to clean the engine bay this summer and inspect the turbo actuator apparently they stick. Anyway the turbine wheel has been cut back. I thought it was damaged and spoke to a turbo garage, as thought it was damaged. Why would this have been done to benefit the Elan, should other things have been done? I am fairly sure the head gasket has been done. I realise it is to gain back pressure has anyone had there turbo cut back?

What do you mean by "turbo wheel cut back"?

There are 2 "wheels" the one the exhaust gases turn, and the one driven by that one that pushes air into the manifold. Do you have any pictures to help explain the your issue?

The normal method of reducing back pressure is to fit a dump valve between the turbo and the plenum. This vacuum driven valve vents either to the atmosphere or into the air filter cannister. It would be obvious if you had one of these.

I am puzzled as well.

Why do you suspect Head Gasket Failure?
The pressure of the turbo is not as if it would blow out the headgasket. If it gets a little over 1 bar, the Fuel is cut out.
Can you give a better tourist description of the troubles you are experiencing?

Evening,
I'm new to Turbo's!
So I removed the hose, turbo to air box to clean it as wanted to paint the turbo heat cover. Looking in the turbo, at the fan it looks like this photo attached. I can see the head has been off and it has a rattling SS exhaust which just needs changing.

There is an excellent Turbo rebuild how-to in the manuals section.

Does your turbo work? if it does there isn't much wrong with it.

All of the pics you attached show what is sometimes incorrectly called the exducer (AKA turbine) wheel (this is always the one attached to the shaft). The one you can see by removing the intake hose is Sometimes called The inducer wheel (AKA compressor wheel) these are available in a wide variety of vane profiles, typically reducing in diameter towards the centre for performance gains and it’s this difference in diameter from the outer diameter that gives you the turbo calculation known as ‘trim’. I doubt yours has been ‘shaved’, though it could have been upgraded, likely normal and looks like this:

Great thanks for this I thought it looked un-usual, hence the query. After I cleaned up the aculator push rod the turbo span up to nearly 1bar, but it has never done it since. I was giving it the full beans though!
I have ran a Rotary for the last 12 years so turbos are all new to me, servicing is normal at 6k miles.
I also have a random (up or down) swith on the dash and a random 'hanging led' in the footwell, so I am assuming there is a chip on the car, is the mountain chip guy still trading as he may have info about the car? Or an upgrade. I would love to see it running at 200+bhp on a dyno but it's one of my childhood pin up cars hence wanting it all as good as can get be!

Just seen your reply from last weekend. I shall get over to the car and take some photos, it is in storage for the winter rather than sat wet on my driveway!
