Basically, the inner 2 bolts are captive, so use the short ones (the long ones will hit the bottom of the captive cage before they are tightened and the seat will remain lose. The outer 2 have washers and nuts on them, fitted from underneath (there is just about enough room for an average person to both hold a spanner on one end and a ratchet on the other).
The slightly longer spacer goes in the rear outer position.
