Seat Belt Tensioner Issue

Does anyone have any advice/suggestions/input on a little problem I'm having with this? Seems the passenger side belt won't pull out without locking every few inches. Not a bother to me so much directly.............but I'm sure you can all appreciate the incessant whining coming from that seat which is now giving me headaches. Seems no amount of knee patting and promises to fix it will stop her, I mean it, from quieting down either
