New Clutch Fitted and needs adjustment

I installed a new engine and box with new clutch. I did all of this in a small garage and hadn't even driven it out of the garage until today. MOT is next week so just checking a few things again. With no MOT or tax can't get it out on the road so just drove it a few metres up and down a driveway. The clutch didn't seem quite right so think I've got further adjustment to make. I realised the clutch pedal is higher than the brake pedal .
It looks like there is a pedal upstop which adjusts this - not sure why the position should have changed over what it was previously though ?

So before I start fiddling again just want to check the process in correct order -

Dive headfirst into the footwell and adjust this upstop so the clutch pedal is level with the brake pedal. (Do I have to slacken off the cable first ?)
Adjust the cable above the gearbox leaving a 3mm gap at the transmission lever (so there's a bit of slack in the cable)

i dont know the correct procedure. but i would start by the engine side. because the pedal box is a complete nuisance to work in.

i always end up removing the seat in order to work there more confortably. but even that way is still something i would avoid if had the choise
