Great news & also good that the new system was not an expensive upgrade which did not cure the fault.
A stuck wastegate did not make sense to me. If it was stuck open then you should have eventually got boost higher up the rev range when the fully open wastegate could no longer bypass enough exhaust gas.
If it was stuck shut, then you would have been driving through a dead turbo until it spooled up then you would have hit overboost quite quickly because the turbo would be spinning almost out of control. Your turbo was just not running at all.
I didn't want to shout that too loudly because I would have looked a bit silly if I was wrong about it

If you have a 2.25" system, then we can take mine over for them to have a look.
If you have a 2.5" system, then this is a tight fit & I am pretty sure it is routed differently.
