Lots of wealthy types, completely uninterested in the world's first purpose-built racing circuit, (which had been built decades earlier in open countryside, well away from any problems), decided to have their expensive executive homes built in the outskirts of London - but then objected to the noise, and had the racing restricted (hence the end of the 24hr events). Then, admittedly helped by Vickers' wartime factory, etc, ensured that the circuit was never re-opened after WWII. Since then it's been in-filled by many many more residential properties and hence the now long accepted reality that Brooklands will never again be a race circuit or an aerodrome.
It's no different to townies moving in to rural villages, at great expense and to the detriment of the next generation of much less wealthy locals, and then loudly objecting to being woken up by cockerels and the church bells....
Let's try to reintroduce some long lost common sense, by law if necessary.
