I wouldn't stop there, the fact still remains that they had only done 700 miles of normal road use. They are not fit for purpose. Take it higher mate!
Could the 'Hokey-Cokey' actually be what it's all about?

The W----R behind the desk is only there to pick and pack parts.
Ask to see a Manager.
Tell him / her that you are dissatisfied with the attitude and behaviour of his/her staff.(Did not offer assistance or to progress your concern)
Calmly explain the problem with the discs and specifically the mileage, usage and explain the time factor (although it is not directly relevent)
Terms to be included are: Sales of Goods Act - goods shall be fit for purpose; manufacturing fault; latent defect; catastrophic failure - likelyhood of serious accident and personal injury; costs of removal and refitting; costs of remedial work (skimming discs), Motaqip warranty; suppliers responsibility to replace / refund; elevate the defect to RAC /AA, if a member or VOSA (Vehicle Safety).
Demand a replacement / refund.
Be insistent, keep calm and resolute.
If none offered - get the Managers name and the contact details for his /her Managing Director - get the contact details for Motaquip complaints department.
The probable outcome is that you will get a refund as this is a fraction of the cost of dealing with a dissatisfied customer (who would tell all his mates to avoid Motaquip and the supplier) and the potential loss of business.
Good luck
