Hmmm, there 'would' have been ways to do it (before the DVLA got involved and made a decision) - but that ship has now sailed.
This is a classic case of an owner trying to do the right thing with the Authorities, without having researched the outcomes.
The decision made by DVLA is the only realistic finalisation in accordance with current legislation, and has to be accepted (unless anyone knows different?).
It is a "simple" mathematical formula that they apply to decide if there is enough of the "Original vehicle" to retain the original registration number - in this case, even with a body from it, and probably allowing the 'steering', 'suspension' and 'gearbox/drivetrain' it will only amass 5 of the 7 points required to retain the number (2 for body, 1 each for the others)..... and that is assuming that they call the fibreglass bit a "body" (law was written for monocoque vehicles). The engine would give 2 points, but doesn't match the V5 so is discounted, and the Chassis would give 2 points, but again doesn't match.
There *may* have been a case for presenting the car as the one which the chassis AND engine came from (but not if they came from a Cat B write-off), and assumes that these details were known, and both were from the same car..... but too late now.
Alternatively, if the owner had "played the long game" and sent the V5 off to change the engine number, therefore the 'new' engine would be part of this car..... and then informed them of a 'chassis change'........ but who knows if they would have accepted that??
If a car cannot collect enough 'points' for a particular registration number, they have no choice but to allocate a 'Q' plate..... and this can never be changed to anything else (so no personal plates can be fitted in the future).
Basically, it is "GAME OVER" and it is what it is.
(I have deliberatley ommitted the other choices which would have led to possible Criminal action under the Fraud Act 2006, as they are NOT within the remit of this question, and should NOT be considered anyway).
I see three choices here.....
(1) get a 'Q' plate and enjoy it for what it is
(2) use as a 'Track Car' and never drive it on a public road
(3) break for parts
It appears to be priced for any of these options, and if I had the space I would consider it for option 'one-and-a-half' - a 'Q' plate for track use! (and maybe a bit of option 3, canibalising for parts as and where they may be better than the bits on my elan.)
