How are these normally attached to the rest of the frame at this point please?

Viewed from the inside.

To me it feels like it was welded, but the can't be right as it wouldn't hinge.

Normally yes, but it's a funny old time with people on furlough etc, easier to stump up the cash, placed the for a couple of each size & spare washers, useful to have as spares.
