In one of the service manuals, the SIR one
here, it has info on the knee bolster. It's got two threaded rods that go straight back and are held in by a nut. I think it is an 10mm socket or wrench you will need, and it is a very deep threaded rod, so it takes forever with a wrench. There is a reason I've never threaded the nuts back on mine
But for some tips on the actual goal you are trying to achieve, you can access the blanks via the glovebox side (just loosen the glovebox stopper, or you might be able to flex it so it falls past). You can then push out the cigarette ashtray holder from the back (you need to pull the ashtray out first I think) and that will give you an extra access point. You can then push out the blanks as well from the back.
