Windows Mail is a web-based server platform, with no actual email client on the laptop (hence why you can do it from other devices etc) - this is "progress" from the 'old' system of Outlook Express on older Windows systems. It may be that (if this is a new issue), there is a password/port protocol error, but that is unlikely. If it has never worked, it is a high possibility.
If you have Outlook (MS Office) on your laptop, does that work okay?
Personally, I don't like/use web- based email systems as there is little control over the security of storage of information. I use (and would advocate) a program called Thunderbird (It's made by Mozilla, the Open Source people who provide FireFox web browser, which i also use) - it is a free download to your laptop, works fine with Win10, and you can have as many email accounts as you want on it. It also allows any emails that come to my laptop to also go to my phone etc, and syncronises all the searches etc between them.
