Don, I removed the airbag and wheel in an attempt to fit an SE wheel (Monty's Pinky was the donor). I don't think you need to have the SIR manual in order to work on wheel.
That said, I'd definitely disconnect the battery just in case to prevent the airbag from deploying. The airbag is secured by four bolts in the back of the wheel. If memory serves, they're hex or star. Removing these 4 bolts will allow you to remove the airbag. The airbag will simply lift off the front of the wheel. When you loosen and then remove the bolt, you'll know what I mean.
Next, the airbag has a single lead which goes to a wiring harness. When you undo that harness, the airbag will be completely loose.
What's probably going on is that your horn buttons or wires are corroded. Replacing the wires should fix your problem. If you need me to remove my wheel and send you the pictures, I can do that. PM me.
