I have tried on several occasions to apply for a login to the manuals area but every time I send the form, I receive a Page not Found error. I tried to use the Contact form and it results with an error stating you need to add LEC as a referrer or something like that. Any assistance would be appreciated. Thank you.

I got an e-mail overnight from a JC (to which I have replied) - I'm assuming it's you, given your name.
But the e-mail came from a different address than the one you've registered at LEC. If you're using a different address or not entering your membership name exactly correctly, I believe you'll experience difficulties.
You should be using your @ca****an.net address.

The spam protection on our forms prevents them from being sent from other pages on the net
over the top firewall/personal security programs often try to strip or corrupt the "refferer" information sent by your browser to the webserver when you send in information or request a new page. The idea being to 'hide' where you came from, but all it does is upsets things like webforms with built in spam protection.
This can also happen if you're surfing through an anonymous web proxy.
