There is an animated gif creation program called Unfreez that you can get here:

There is a good free graphics program that you can use to manipulate the gif files, Paint.NET, that you can download from here:
http://www.getpaint.net/index2.html

And guess what, here is a tutorial on how to create an animated gif using Paint.NET and Unfreez
