As early as possible in May would probably be best, the roads start getting clogged up with camper vans & caravans from then on, you should also avoid the worst of the midges then. Even if you aren't camping they can be a pain if you are looking to relax and take in the scenery.
September can be a decent option as well, just spent today wandering about St Andrews in the sun, spotting the American tourists with their tartan trousers and Pringle jumpers tied over their shoulders

I'd agree with that. The midges tend to make their presence known from the second half of May onwards.
Just don't forget to visit Ayrshire - lots of history, fantastic coastline, some great golf courses (the Open Championship was created here), plenty of nice bars and restaurants and excellent transport links.
