Sections, sub sections, subsections sections etc

I have a question or so:
Why is there a "non technical" and a "General" section. Why is the "General" sub section not in the "General" section? Why are there so many sections, why is the "major lotus events" in the Forum section and not in the many lotus events sub sections and why is there nothing else in the "forum" section when this "forum" thread should be......

Why is the forum such a bloody mess? I can't find things, there are too many sections and sub sections it's a nightmare. Never used to be like this when I was a moderator!
