A translation of the above error message appears to be "Not sending e-mail notification of PMs".

Problem solved.
ISP moved the goalposts on outgoing emails, I've tweaked the forum settings to use authenticated outgoing mail.
The error messages are indeed from the email section of the forum, posts and PM's were arriving just fine, however there was an error with the email being sent (SMTP server rejecting the request).
This will also account for users having issues joining/changing passwords as the emails wouldnt get sent out.

I think there may be a backlog of email, or it takes a while after fixing things for the emails to start sending again.
