Any employment experts here understand the ins and outs of who can and can't be furloughed ?

I have 3 family members on the scheme but all of them are on different benefits, it seems a lot depends on if your employer will top up your salary.
Also i understand that companies have only been able to apply to the government and my wife is still waiting for the confirmation e mail to say the government will contribute. I understand decision is 22nd of this month.
I should add that two are below the salary threshold as well.
