If I were him, I would keep the plate on the vehicle and sue if they tried to fine me for using a plate THEY sold me. I'm sorry, but it's kind of hard for them to say it's offensive when they are the ones who made and sold it. That constitutes approval in my book.

Colorado has a pretty strict policy - if someone complains, they'll cancel the plate and demand it's return. (I remember as a kid a fellow student had NE14A69 which he thought was so hilarious that he snuck through the system)

It's weird though - there was a news article about how you can have bumper stickers with about the most offensive things on it, and that's protected under free speech laws. All manor of swear words are perfectly fine written on the back of your car. Just don't expect the government to stamp them into your license plate
