Any help with low boost?

Hello,

I cannot achieve higher boost then 0,2 bar.. My elanscan results are here:

I did disconnect the wastegate actuator hose as advised by the manual and there is still no boost.
Also done the wastegate wiggle, so it does move...

What should be the correct steps for troubleshooting?

First I should look for an air leak somewhere? Anything else you think is not correct from the elanscan?
