Please advise on the procedure to acquire ElanScan: required puchases software, cables, documentation, installation instructions,etc. to make it work; I have a couple of PC's including a laptop.

Most of the info you require is HERE
You'll need an ALDL interface cable and USB is probably advisable as serial ports are considered legacy (obsolete) on most laptops today.
You need drivers for the interface cable and the Elanscan program itself all of which are available in the above Wiki link.
