How to connect up the interface

This may have been covered before but i couldn't find it

What's the order to connect the interface up to the car do you turn the ignition on then connect or should you connect with the engine running ?

It does not matter.

It is not like shorting out the connectors to put the ECU into diagnostic or service mode.
