Found this in my cars storage space behind the seats. Does anyone know what it is and if it should be plugged in somewhere???
I thought it was a mouth organ but i couldn't get a tune out of it!!!!

Assuming that it's not a life-size photograph, it looks like a spare MEMCAL to me 
It is the bit of the ECU which manages the engine fuel/ignition mapping progamming.
It's the bit which is 'replaced' with a mountain chip upgrade (although the original is still used, for the 'limp-home' circuitry, hence i refered above to it being a 'spare' not the one that is fitted.
There is a chance that the unit was removed and totally replaced with something else, but you would need to have a look at the ecu to see what is there.

Just the one now, but this one's mine! - and it will be finished eventually..... - but also temporary custodian of a project until it is finished enough for Angie to drive it
...oh, and a 2006 Freelander destined for the jungles of The Gambia - 4500 miles across roads, desert and tracks - what could possibly go wrong?

how old's your car and is it an SE or S2? It's not clear from your photo if there's a chip in the blue carrier thing.
As DaPinky says, it's out of the ECU. If you have an early car which has had the chip upgraded by Lotus to a 9930 for reasons of better idle CO compliance, then my guess is that this is the old 9929 or whatever which somebody's dropped.
Alternatively it could be the new 9930 which he dropped before fitting it .
Drop the glovebox and have a look at the ECU to see if the seal's intact and if anything has been written on it to signify a chip change.

Its a 91 SE, what is the difference between the two chips (i'd prefer it described by colour as technically inept)???
My car seems to work fine so I assume that there is a replacement already in the car.

Basically, when the elan was 'new' the ecu chip was programmed as Lotus thought it should be. (version 9929)
Then the regulations changed and the emmissions had to be set to a lower level to pass the MOT.
The original programming wouldn't always achieve this, so they devised a re-mapped version (version 9930).
Most should have been changed, and perhaps the technician left the old one in the car.
They look the same (blue!) but if you look through the round window on the left, there should be a number visible which may give you a clue.
If the engine runs, i wouldn't worry about it too much, if it won't start - then you've found the missing part

I'm sure someone on here can make use of it, if it's no use to you, then maybe Alan (ESM) may like another one to work on, or failing that, Michael (kmckmc) bought an ECU on e-bay last week that was complete except for the MEMCAL unit (I know that, 'cos he outbid me
)

I don't know how long you've had your car, if your the only owner or if you've ever opened up the ECU but, it might be worth having a look inside the ECU casing. I suppose its possible someone chipped your car and pulled that out in favour of something else? If you have an untouched Memcal in there (looks like the one you took a pic of) then you'd have a spare of some sorts (or version).
I do whatever my Rice Crispies tell me to do
