Turbo

Hi all, Im brand new to this site but not to Lotus ownership. Im looking at buying an Elan with a 'stuck' turbo. Apart from the turbo itself is there any other thing that could be causing this?

What exactly are the symptoms? Perhaps this refers to a stuck wastegate?

If the actual turbo rotor was "stuck" (siezed) in its bearings then I'd be looking for a new turbo.
