turbo actuation capsule and rod needed!!

Hi All

Does anyone have an actuation capsule and rod? It's a long story but the mechanic ( non English speaking!!) I entrusted with the servicing of my turbo has lost both items. I live in Dubai but am here in the UK for another 5 weeks. I had the head gasket changed because it was running hot and smoking when hot after changing gear. It was running fine but has done over 200,000 kms ( don't know when the head gasket was last changed ) so I thought I would treat it to some tlc... big mistake.. If I can get the turbo back on I'm sure I'll be back for more advice because sods law, the next thing will be either the rings or bearings or both!!
If I do get another capsule, without the car running, is the wastegate just closed or hard closed against a spring in the capsule ( does that make sense? ) Any help gratefully received.
