1 inch = 2,54 cm = 25,4 mm.
Can you take a picture of what you exactly mean?
A bit lower would seem fine for me aswell.

The rubber sits in the top mount Johan, if you remove the strut from the car and undo the nut, and take off the strut top, you will have the rubber insert which is approx 30mm thick, its outside edge circumference is approx 34cm (nowhere near the size of a steering wheel) . If you replace this 30mm thick rubber spring seat with another which is 5mm thick you will effectively lower the suspension by around 25mm. Sorry i dont have a picture of it handy, but if you dismantle it like i have indicated it will be very apparent what needs done, its a simple procedure really
