I need a spec sheet for the Elan SE Turbo that tells the C02 Emissions value for my car. The government needs to see this before registering my car otherwise they won't.

Petrol (and most other petroleum based fuels) are mostly hydrocarbons (carbon and hydrogen). During combustion the carbon burns (oxidises) with oxygen to form CO2 (or CO if there is not enough oxygen) and the hydrogen burns to H2O (water). As most people are aware (apart from Americans) CO2 is a greenhouse gas which is contributing to global warming, extinction of species, destruction of the Planet, etc.
The change in UK taxation is therefore aimed at making it more financially attractive to buy and run cars with lower CO2 emission. The emission (usually expressed in g/km i.e. grams CO2 produced per kilometre travelled) is basically linked with the fuel economy of the vehicle which is why most reps now drive diesels to cut their company car tax bills.
However, I believe official calculation of authoritative CO2 emissions was only introduced in 2001 and for cars registered after 2001 should be on the V5 document. For these 'new' cars you can get the CO2 emission from www.vcacarfueldata.org.uk and for some older cars registered before 2001 the data (if supplied by the manufacturer) may be on the www.smmt.co.uk database (society of motor manufacturers and traders). Although the M100 Elan appears in the database there is no CO2 emission data available so I suspect, given the age of the vehicle, that no authoritative CO2 emission figure exists.
On the MOT emission sheet it quotes CO rather than CO2. CO is formed if there is insufficient oxygen available during combustion, I guess if the car is poorly tuned, problems with sensors, fuel injection, etc. CO is obviously a poison and will eventually kill you if the car is run in an unventilated space e.g. a closed garage. This is different to the CO2 emission though and CO should only be a few % of the total CO + CO2 emission.
As the g/km CO2 figure is basically linked with fuel economy it may be possible to calculate it approximately from the manufacturer economy figures (urban, extra uban, combined, etc). So far I haven't been able to find an official explanation of the calculation though, it may potentially be quite complex. I suspect a rough approximation can be made from finding a post 2001 car (petrol best) with similar economy figures (mpg) to the Elan and assuming a similar g/km CO2 figure.
