I need to get my California smog cert this month. Does anyone know whether an otherwise healthy Elan will pass the Califonia test with an Everest chip?

As long as the turbo is not running then you should be fine as it's the same as the standard chip in that situation.

Absolutely correct, the car will behave exactly as stock except when the boost gauge moves round the clock.
It takes 43 muscles to frown and 17 to smile, but it doesn't take any to sit on your arse with a blank look on your face.
