Switch lights on dip
Drive towards a brick wall on the level, noting whether the top of the beam moves down the wall. Mark the height at the closest approach.
Back off, adjust the beams so the top is below the mark.
Repeat if neccesary.
The height adjuster is the upper one of the three screw heads around the rim of the light.

All MOTers I have used have adjusted the beams when checking them, so I thought this was normal practice.

That's what they did with mine recently. I had just finished refurbing the lights prior to the test and had only done a very rough alignment myself. Took the chap about 30 seconds to get them all right.

Daniel Stern has published one of the better write-ups on headlight adjustment that I've seen. It's located on his web site,
here. Of course, it speaks to aiming for vehicles driven on the right-hand side of the road. If you live in the UK, Australia, NZ, HK, Japan, etc., you should print the PDF version then read it whilst looking at the diagrams in a mirror.
