When I stop at a stop light the temperature gauge goes up to 3/8 and the ac loses its cool. The car is no where close to overheating. Is there some kind of fan problem?

It's normal for the temp to rise to 3/4 when stopped, however the fans should then kick in and bring the temp back down to 1/2.
Have you had your A/C re-gassed recently? If not may be worth trying that first.
