anyone know how to test the BCSV? Obviously, if you blow in the horizontal tube and nothing comes out the bottom, you can test if it's closed. What voltage/polarity needs to be applied across the valve to open it fully?

Don't know the exact voltage/polarity but putting the car in Service Mode should energise the BCSV and mean the boost control pipe is vented to atmosphere.

Does this mean that the wastegate always remains shut when the car is in service mode?

Yes. Unless there is a fault in the wastegate flap, connecting rod or wastegate valve.
