Rub the overspray away with just your thumb.
The tricky part: cut the separation line in one fluent movement. Use a fresh and sharp blade (24 Swann-Morton, quality British steel
) and apply mild pressure. If you're not used to this tool and you don't want to damage the paint below: practice one something else, more cheap, before you do your wheels! It is possible to cut the plastidip layer without cutting the original paint. Be brave!

do you wash your car by hand or do you use also carwash-facilities ? Does the rubber of the car wash peel the dip off?
