Ken: Took another look at my intake.
The OTHER line turns 90 degrees down and connects to a check valve that is in-line with the plastic vent tube that follows the fuel lines to the tank area for the charcoal canister. It is around 12 to 18 inches long.
Look at picture

The plastic vent line is basically under the header tank and should have a length of vacuum line connected and then the check valve which is probably acting like a sinker and has pulled the line toward the floor. Possibly down around your shift cables.

Thanks, John. Your help got me to the place I hoped to be: feeling a little dopey but having the car back together. Let me know if you are ever in the San Francisco Bay area; there is a beer in it for you.
The picture below shows, just as you stated, the location of the open end. It was hidden so I missed it completely. Hopefully, by posting this picture, I'll save someone else the trouble of searching around as I did.
And thanks again for everyone who responded with suggestions, pictures and general support.

Although this thread is a bit old, I want to thank Ken and John for diagnosing my problem. I've noticed the reduction in vacuum causing changes of the airflow to the vents under hard/prolonged acceleration in the past. After reviewing this post, I found a severely hardened vacuum line which was no longer connected to the check valve. Replaced the vacuum hose between the intake port and the check valve - when the salt is washed off the roads, I'll give it a try, but I fully expect the problem is solved!
