In Australia we are able to register cars over 25 years of age with concessional plates that limit the number of days the car can be driven but the cost is less than 25% of full registration. To do so it is necessary to quote a date of manufacture. My M100's VIN is L6190 hence an early 1990 car but I need to know and prove date of manufacture. Can anyone help? Is there a register of manufacture or something else I can rely on?

It is possible to get a certificate of confirmatory (I think that's correct) from Lotus cars.
This may give you the information you need.
