I'm guessing the two parts shown should be joined together with a rubber hose. Red to Blue

Does anybody know the name and part number?

Judging from your photo it's the same pipe/tube morcii was having trouble with. Behind the passenger wheel arch liner, directly below the bonnet hinge fittings.

Fortunately this bit is still available from, amongst others, SJ Sports Cars. Lotus part no. A100P0096F. Page 18.13A item 1 of the parts manual. Only costs about £6 plus the dreaded.

But the SJS list only tells you what they have, the Lotus Factory price book tells what happened to every part Lotus offered, so it tells you replacement / substitute numbers or if it is obsolete, when that happened.

or you can use a piece of car tyre inner tube - it works!

LGM came up with a foam sleeve that worked a treat, several years ago. I bought one from her at the time, prophylactically, but so far, Smaug's intake is holding up despite its age.
