tensioning the cambelt at 60 Degrees ATDC

Does anyone know of an easy and reliable way to find 60 Degrees ATDC, preferably a method that doesn't involve removing the lower belt cover, if possible?
Curious also of any theories as to why lotus recommend 60Degrees ATDC for tensioning the cambelt.

The markings are on the outside of the lower cover - copy them and measure where 60 degrees is.

60 degrees ATDC because due to the spring pressure on the cams that is where they found the best place to be.

Similarly they defined ignition timing was best set to 16 degrees BTDC. TDC is just a zero reference - Nothing more.

At around 60 degrees ATDC it seems the exhaust cam will 'rock' I.e. all ex valves are shut. Tension is probably best measured in this situation
