might help to add where you are in the world so someone local with an elanscan laptop could get in touch to assist if you havent got access.
On the subject of freeing the wastegate there is a wiki article about complete removal of heat shield and capsule to free it up but being honest after removing 2 of the 3 bolts to the wastegate actuator i thought sod this for a game of soldiers as there was no way they were going back together without a lot of blood / swearing / raging (just me and me big pinkies) and so for all the time ive owned the car ive always used these long nose long handled pliers from snapon - they dont slip on the shaft and due to the length of the pliers i can force the actuator rod fully across its horizontal travel by pivoting from above. once freed up i force the rod over to the left and hold it there whilst with the other hand i give it a squirt of aerosol copper grease onto the bit of shaft that is normally inside the capsule just to keep things lubricated a bit that end
