If full pedal doesn't give 100% throttle, then it needs adjusting - then it is a case of deciding if it is the TPS or the cable that needs the adjustment.....
With the help of a (not always) willing assistant, press the pedal, look at he laptop screen to see what %age opening you have, then have the assistant operate the lever under the bonnet to check it goes further than it's current position, and gives 100% on the screen - if so, adjust the cable to give 100% with the pedal only.....
.... if there is no more movement available at the lever, then it is a different set of things to play with at the throttle body (but that is less usual).
It is a great time to check the TPS position, idle speed etc whilst you are in there.
