I am getting no boost from my turbo. I check the fins and they rotate no problem. Looking down at the turbo is that metal rod about 1/8th inch thick that runs from side to side. I have tried to move this back and forth ( I believe I was told that this should move at least 1/2 inch) and it does not move. I assume that this is the wastegate arm and that it is frozen open. So my question is, if what I am saying is correct, how do I un-freeze it?

I am still getting 28 MPG but it is a dog up the hills.
The car just came out of a 8 month storage so my guess is that it froze upon first use.

You need to get in there and give the exhaust-end a good squirt with WD-40 then wiggle it hard with mole-grips or similar. Mine can be moved with finger pressure although it is quite a stiff spring.

if you truly have NO BOOST then you should look for a leaking or loose intake hose in the intake or a crack in the intercooler
even with the wastegate full open there should be boost at higher RPMs ? ?

Just a stupid question, sorry, at what point should you remove the intake going into the turbo and feel the play or wiggle on the turbo's shaft? Might be nice to see how much play or wiggle you have on the shaft
I would find it hard to believe that you could lock-up the turbo on the Elan but I did lock one up years ago on an old FIAT, it got to the point that I lost all boost and the turbo was just not spining up because it had too much play on the shaft, I did had warning signs before it out right stopped, the boost became very eratic.
