In the US, get some Griot's Garage plastic cleaner. If the window is really bad, use their plastic polish first, then the cleaner. The cleaner works awesome on the rear tail lights, too.

I'd recommend
Renovo Plastic Window Polish
I coudn't see anything out of my rear window, and have applied some of the above to part of the window and the difference is obvious. It's not perfect, but I didn't expect that given the poor state of the window. I can now see through the window.

I tried Turtlewax plastic window cleaner on mine and made it worse. In desperation I tried Mer car polish which I was using on the bodywork. The result was amazing!

How did you apply the MER? Neat?
I've now applied Renovo to the whole of my back window, which was originally as bad if not worse than yours (couldn't see anything through it!). It's noticeable better, but everything is very fuzzy still, so wondering about having a go with MER.
What was your visibility like (to see through from via the rear mirror) before and after?

I applied MER as instructed for paintwork, i.e. with a soft cloth and then wiped off when dry with a fresh cloth.
The window was impossible to see through before and almost as good as glass after.

I hate all the product from Turtlewax. Their leather/vinyl treatment make the dashboard way too shiny. The reflection makes it impossible to see through the windshield in some lighting angle. Also they attack dust and dirt like crazy and eventually leave muddy stuff on your dashboard.
As much as I don't like the way Griots' price their stuff, I tried it over last weekend and found their clear vinyl cleaner provides excellent results.
Meguire is pretty good at other stuff but their vinyl cleaner are not what I would use again. Griots' is much better in that department.

We have just cleaned the rear window with Shift It helmet polish from a bike shop £2.99 Very good. And replaced the valve caps with pink and black Play Girl caps from Halfords. Not very good. Andy & Max

I use plexus on my scooter windscreen and helmets and started using it on the rear window on the Elan, works perfectly. Highly recommend it. Get some microfiber towels and you're set.

We have another to try the bike guys swear by. Its a bit more expensive than the helmet polish. But you do get a bigger bottle. Crystal Glow £4.99. I don't think we will have to do it any time soon as the Helmet polish has done the trick. The hard job is trying to see if it is any better. Its amazing how much crap is still stuck to the window after you have washed it. The helmet polish pulls the crap off. Max & Andy

T-Cut - but only the one for Metalic Paints (blue pot) - It's finer than the stuff in a red pot!

Just the one now, but this one's mine! - and it will be finished eventually..... - but also temporary custodian of a project until it is finished enough for Angie to drive it

Get yourself down to your local BMW dealer, they do a special plastic window polish for their Z3, 3 convertible rear window...
...A toothpaste size tube has lasted me since 1994, and I cannot find anything to beat it...
PS...What everybody says about microfibre cloth is correct...don't go using any old rag, you will make it worse.
