Maybe heater valve stuck in closed position? The origional ones are known to sieze up. Several plastic ones are availabe. Try Braydon mptors volvo part # 51.7896 costs about £10 check out the

Not sure how good the elan is at blowing hot air into the cabin in the UK but here mine has no problem with supplying hot air. Getting it to blow cool is a bit of an issue !!
