however depending on the thermostat the previous owner fitted they may also kick in at the 1/2 marker (mine does) if the thermostat is the lower temperature one.
There is a chance your thermostat is shorted and that would start then fans as soon as you flick the key. which by your description sounds rather likely.
I would post a pic of the thermostat so you could see what im talking about. but its dark, cold, and i dont wanna go outside, so it will have to wait for another time
Afraid i cannot give any advice referring water pump. i don't even know where its located
Also, before going into changing belts, make sure your comfortable with the task, these guys are assuming your familiar to DIY.
