Check CTS - When it goes the temperature reported to the ecu is low and the ecu richens the mixture.
Check it with elanscan

Also, CHECK the parts source for the O2 (lamda) Sensor. The one in your eBay link has a picture of a single wire version and the M100 uses a 3 wire (pre-heated) version.
Look at Bosch 15701 for the correct one. I also found Bosch 13277 is a suggested substitution
In the US, 13277 are on eBay for $13.00 and Rock Auto lists them (use the 1991 Isuzu Impulse Turbo as the look-up) starting at $31.00 (From Denso).
Rock Auto also lists one there as a single wire version, so their information is not always correct.
The lower priced eBay item $13.00 is a MTE Thompson part and the Bosch listed is the 13277 ($29.65). I have used Herko for other parts over the years.
If it helps anyone, the Lotus Part Number is A100E6024S, The Isuzu Part Number is 8970185870 and The GM Part Number is 97018587
I have ordered one of the MTE Thompson sensors to compare it ti the Bosch I already have and will add to this post when it arrives next week.
ADDED 21/02/2016: The MTE Thompson O2 Sensor arrived and it looks to be an exact match. Wire length is not too long either.

John: as usual extremely detailed useful information from you and can be logged for future reference. Unfortunately steble's car does not have an O2 sensor as it is open loop: see picture above.

Hi John: I saw that, but he also showed an incorrect O2 listing on eBay and I wanted to clarify that what he ordered wouldn't work so I listed several that will.
The MTE Thompson O2 Sensor is a good match at a much lower price.

Given the low mileage (2800 miles) since last MOT, is the fuel 'fresh', If the fuel has been in the tank for a few months it can 'go off'

Nice original looking car though! Paint looks great!
I'm with Simon above - the rapid (2800 miles) change and the black plugs seem to point to a WAY too rich mixture. This could be caused by the ECU thinking the coolant is still cold. You can check the CTS with a multimeter for gross errors: It should be 185 Ohms @ 100C and high resistance when cold (the manual states 7500 Ohms at 4C). If the circuit is open it should have set a Code 14 - did you do the
Paperclip Test?

I can't really help with your emissions problem but when I looked at your engine bay I couldn't help thinking the coolant header tank looked empty ?? Are you using glycol coolant ? Hope its not just water
Worth a check anyway while you're having a poke about under the bonnet.
