How annoying.
Replaced the switch with a known good unit. Still doesn't switch off. Wondering if faulty diode pack/regulator in the alternator could be causing it.

As I said before, it is possible but unlikely, however you have ruled out some of the more probable causes. It's probably not an easy thing to do, but I would unplug the alternator and see what happens.

Other than that at the moment I'm stumped.

How do you stop the engine?
What happens when you undo what you did to stop it - does the ignition come on again or does it not come on until you've started the engine?

Yes. I have to disconnected the battery.

Pretty straight forward to unplug the regulator - same as for an oil filter change, plugging it back in can be a challenge though. That would check the VR, but it is strange that the light doesn't go out when the ignition switch is off - That should make it open circuit? and it is the same feed as the Volt meter which is reading zero (I think!)

Yes Air Conditioning, there's a position for the switch which has all of the wiring. It is common to use it to power an accessory. The feed from the ignition switch is common so an incorrectly wired accessory might bypass the ignition switch.

I might be wrong but it looks like 13v with a +-0.1v ripple. Interesting?

Voltage when engine running is a slowly rising 12.29v rising to 12.48 after a couple of minutes.
Voltage gauge on dash is working.

Your alternator isn't working ccorrectly as I suggested previously

You should get ~14+ V across the terminals. Immediately and not a gradual increase as you are experiencing.
I suspect your regulator/diode pack.There have been mutiple examples of alternators packing up in recent times
